1. Who can benefit?
In accordance with Article 14 of Law No. 7592, published in the Official Gazette dated August 9, 2026, and numbered 33335, and Temporary Article 85 added to Law No. 2547 on Higher Education;
- Those who are pursuing postgraduate studies in higher education institutions and whose enrollment is terminated for any reason before December 9, 2026,
- Those who have been accepted to a higher education program and are therefore eligible to enroll but have not registered,
Those who apply to our Institute within four months from the date this article comes into force, by December 9, 2026, will be able to benefit from the provisions of Article 85 of the Higher Education Law.
2. Exclusions
Those whose affiliation is terminated or whose registration is cancelled under the following circumstances cannot benefit from the provisions of this article:
- Terrorist crime,
- Crimes of intentional homicide (Articles 81, 82 and 83 of the Turkish Penal Code),
- Crimes of torture (Articles 94 and 95 of the Turkish Penal Code),
- The crime of torture (Article 96 of the Turkish Penal Code),
- Sexual assault crime (Article 102 of the Turkish Penal Code),
- The crime of child sexual abuse (Article 103 of the Turkish Penal Code),
- The crime of manufacturing and trading in narcotic or stimulant substances (Article 188 of the Turkish Penal Code),
- Those whose registration was cancelled due to forged documents or who submitted forged documents during registration,
- The offenses specified in Article 71 of the Law on Intellectual and Artistic Works No. 5846,
- Those whose affiliation has been terminated due to membership, association, or contact with terrorist organizations or structures, formations, or groups that the National Security Council has determined to be acting against the national security of the state.
3. Application Process
- Applications must be submitted in person, by mail, or via email to fen.enst@erzurum.edu.tr between August 9, 2026, and December 9, 2026, using the application form and attachments provided below . Applicants submitting their documents via email must send them as a single PDF file and deliver the original application documents to the Institute by December 9, 2026.
- During the application period;
Those who were unable to apply due to force majeure within the application period stipulated in Temporary Article 85 of the Higher Education Law No. 2547, and those who were unable to apply due to health reasons, must submit their medical report within one month from the date the force majeure ceases, by the end of working hours on December 9, 2026 .
Those who are performing their military service during the application period and who apply to our Institute within two months following their discharge ,
Except for those specified dates, those who do not apply within the specified period will not be able to benefit from the rights granted under Article 85 of Law No. 2547.
4. Application Evaluation
- Applications will not be considered if any deficiencies or inconsistencies are found in the application documents.
- Applications and evaluation procedures will be carried out in accordance with Article 85 of the Provisional Clauses of the Higher Education Law No. 2547 and the Implementation Principles of Article 85 of the Provisional Clauses added to Law No. 2547 by Law No. 7592, as determined by the Presidency of the Higher Education Council .
